§ 2-250. Purpose.

The purposes and objectives for which this article is adopted include the following:
(1)

To provide protection for Rowan County landowners from forced access to their property for development of greenways or public trails by means of eminent domain.

(2)

To prohibit the use of eminent domain for taking private property without consent of the owner and using said property for economic development.
